Panther Island, currently an aging industrial area once devoted to oil refining, scrap metal yards, and manufacturing of electricity and chemicals, will now attract residential and commercial development to the waterfront.

Fort Worth was born at the confluence of the West Fork and the Clear Fork of the Trinity River, and as Fort Worth has come of age as one of the fastest growing cities in the country, the river continues to inspire and challenge the city.


Part of the challenge is revitalizing an aging area which requires taking responsibility for past industrial practices. Panther Island was once devoted to oil refining, scrap metal yards, battery reclamation facilities and electrical and chemical plants. The largest brownfield site in Texas is now afforded Panther Island’s mixed used zoning and planned public improvements making it a model for infill redevelopment.


The Trinity River Vision Authority recognizes the complexity of environmental clean up and permitting.Our staff provides assistance to private developers who are seeking permits through the City of Fort Worth, Tarrant Regional Water District, Texas Commission on Environmental Quality (TCEQ) and the United States Army Corps of Engineers (USACE).


Municipal Setting Designation


A Municipal Setting Designation (MSD) has been established for Panther Island. This special designation obtained through the state is an important tool for private developers attempting infill development. It reduces environmental cleanup costs related to groundwater contamination. The designation limits investigation and remediation requirements for contaminated groundwater on properties when that groundwater is not used and will not be used in the future for potable water. Groundwater in Panther Island is limited to irrigation needs, therefore, all cleanup is directed to surface contaminants which are commonly addressed in industrial areas.
